A man who claimed to be armed and took several people hostage at a town hall in Germany was arrested and his hostages freed unharmed, The Associated reported. The area around the city center had been cordoned off and police were outside the town hall in the city of Ingolstadt amid the ongoing standoff. Local media reported that four people were taken and the hostage taker was in touch with the police by phone. The incident happened near where Chancellor Angela Merkel was scheduled to attend a campaign event, police said.
