A measure in Texas that threatens doctors with prison time if they don't try saving the lives of infants born during attempted abortions has won approval in the Republican-controlled Senate.

SB23 passed Tuesday is similar to a measure that recently failed in the U.S. Senate. House Republicans in Congress last week also began a long-shot drive to force a vote.

Doctors could face a fine and two to 10 years in prison under the Texas bill. Opponents say births during attempted abortions are extremely rare and that laws protecting newborns already exist.

"I commend Sen. Kolkhorst on the passage of Senate Bill 23, the Born-Alive Infant Protection Act, which defends the lives of babies who survive an abortion. We have watched in horror as lawmakers in other states have put forth monstrous proposals that attack life and expand abortion, even for children that have been born. In Texas, we believe all life is precious, and it is imperative that it be protected," Lt. Gov. Dan Patrick said Tuesday.

President Donald Trump celebrated the release of Special Counsel Robert Mueller's report into Russia collusion today, but Democrats say this story isn't over and are already talking about their next step. The report, which totals over 400 pages, neither condemns nor exonerates the president.

Kolkhorst said her bill strengthens current law.

Another abortion-related bill passed by the Senate this year takes aim at a $1 lease the city of Austin has with a Planned Parenthood center.
