The front doors of a Dallas massage parlor have been chained shut after three juveniles were offering sex for money, police said.
Police first raided the Golden Flower Spa on the 10000 block of Harry Hines Boulevard on Sept. 29, 2008. During that raid, two juvenile female runaways, ages 14 and 15, were taken into protective custody and turned over to California social workers after an investigation said they were compelled to prostitute inside the business, police said.
Police also arrested two adult women, 22 and 18 years old, in the September raid. After the arrests, the business shut down but reopened a few months later under new management.
On April 17, officers again visited the spa and found a third juvenile, a 14-year-old girl, working inside. Officers took the child into protective custody after she offered sex to an undercover officer. Police then arrested two other women, 24 and 19 years old, on a charge of compelling prostitution. A 27-year-old woman was also arrested for running a massage business not registered with the state, police said.
On May 11, Dallas police made a third visit to the business and arrested another woman, a 19-year-old.
According to the Dallas Police Department, the City Attorney’s Office, with the assistance of the Building Inspection Department, filed a lawsuit on behalf of the city and obtained an emergency temporary restraining order from Dallas County Court Associate Judge Theresa Snelson Wednesday afternoon, resulting in an immediate closure of the business where the juveniles were discovered.
The lawsuit allows the structure to be locked by the city with a chain and padlock. The landlord insists his tenant told him they had all of the required permits and that he had no idea what was going on inside.
