Plano Considers Re-Zoning Land at Haggard Farm

The Plano Planning and Zoning Commission will consider re-zoning small tracts of land relating to the Haggard Farm development on Monday.

Two pieces of land, eight and 10 acres respectively, will be considered for re-zoning to mid-rise residential.

The entire project, which is more than 300 acres in size, would develop the entire site sitting near the Dallas North Tollway and Spring Creek Parkway in West Plano into a massive mixed-use project, including office, commercial and residential space.

Earlier this fall, Plano P&Z voted to table the developer's initial request after an outpouring of citizen feedback from nearby neighborhoods.

The developer eventually withdrew the initial rezoning request for further review.

Steve Lavine, who lives in the nearby Avignon Windhaven neighborhood, organized a group of neighbors to attend meetings and place blue "No to Re-zoning" signs in their front yards.

Lavine said that while the tabling of the request is a small victory, he's still concerned the areas earmarked for residential use in the Haggard project will lead to an overly dense population in urban-style living units, like apartments and condominiums.

"I think we won a battle, but I'm hoping we don't have a war to fight," Lavine said. "I think that it's very possible that this will become an absolutely amazing development, and that's what we're hoping for."

There is no timetable currently for the developers and land owners to submit a master plan for the site.
