PORT ARTHUR, Texas (AP) -- Officials in in the Southeast Texas city of Port Arthur are asking people who live near a refinery to shelter-in-place after a fire broke out there, sending black plumes of smoke into the air. Valero Energy Corp. spokeswoman Lillian Riojas told The Associated Press in an email Tuesday that the company's response teams were on the scene.
