WASHINGTON — No repeal. No replace.In a stinging setback for President Donald Trump, Republicans on Friday failed to uphold their years-long promise to dismantle the Affordable Care Act. Indeed, the House GOP leadership didn't even force a vote on a hotly debated bill to replace the contentious health care law.The numbers simply weren't there.Trump moved forcefully to pin the blame on Democrats, a charge that rang hollow in a government run absolutely by Republicans.
