Texas Man Found Passed Out in Vehicle With 3 Crying Kids Inside

A Round Rock man has been charged with child endangerment and public intoxication after he was found passed out in a car with three children inside, the Austin American-Statesman reported. A witness reported to police Sunday that a man was passed out in the driver's seat of the vehicle parked at the Round Rock Public Library in the 200 block of East Main Street. The witness said that though the children were crying, the man would not wake up, according to an affidavit obtained by the Statesman.One of the children was listed in the affidavit as a 1-year-old boy. The ages of the other two children were not provided. The vehicle was unlocked and the windows were down, according to the affidavit.A police officer tried several times to wake Mark Author Webb, 29, the police documents said. After one of the children placed a hand on Webb's face, he awoke and seemed disoriented. In response to questioning, he said that he believed the day was Tuesday and that Barack Obama was still president, the affidavit said. Police found a 24-ounce can of beer with a 10 percent alcohol content on the floor behind the driver's seat and two Xanax pills, the Statesman reported. Webb was being held in the Williamson County Jail. He has been charged with three counts of abandoning or endangering a child, possession of a controlled substance and public intoxication.
