A Silver Alert has been issued for a 74-year-old man with a cognitive impairment who was last seen in Richardson. James Moore was seen about 7:45 p.m. Monday driving a gray 2009 Toyota Camry with Texas license plate TPZ950, Little Elm police said. Moore is a 6-1 black man who weighs about 170 pounds.
