International business services firm Cognizant says it plans to hire more than 1,000 employees as it sets up a new technology and service delivery center in Irving.Irving's city council Thursday night voted to provide an economic grant to the company of as much as $545,000 to set up the new office.Cognizant Technology Solutions U.S. Corp. plans to locate the regional office in a building near Interstate 635.
