    REGION I
    District 1 -- Amarillo Highland Park, Sanford-Fritch, Spearman, Tulia, Idalou, Lubbock Roosevelt.
    District 2 -- Cisco, Eastland, Henrietta, Holliday, Jacksboro, Nocona, WF City View, Millsap.
    District 3 -- Post, Coahoma, Colorado City, Stanton, Ballinger, Coleman.

    REGION II
