The turnover rate for Texas government workers held steady last year at 10 percent.
The State Auditor's Office on Wednesday released its fiscal 2013 jobs report, compared to a year earlier. Officials said the figure excludes involuntary separations and retirements and is seen as a more true rate because it reflects preventable turnover.
Overall turnover was 17.6 percent for regular, full- and part-time employees, compared 17.3 percent a year earlier. Those figures include voluntary and involuntary separations.
An exit survey found the three top reasons for leaving state government were for retirement, for better pay and benefits or due to poor working conditions and environment.
The Texas Department of Aging and Disability Services had the highest turnover rate among state agencies with 1,000 or more employees -- at 31.8 percent.
