Complex Deal Pays TX Emergency Manager Salary

The Texas chief of emergency management collects his salary -- listed in fiscal year 2012 at $223,000 -- through a complicated arrangement in which he is considered a contractor.

The Austin American-Statesman reports that Nim Kidd's work for the Texas Department of Public Safety includes one paycheck, two jobs and agreements between three public entities.

Kidd remains technically employed by the San Antonio fire department. That lets him add credit toward his city firefighter's pension. While San Antonio issues his paychecks, the city is paid by the Texas A&M Engineering Extension Service, or TEEX.

TEEX then contracts with DPS for Kidd's services.

The deal wasn't revealed when Kidd was hired two years ago. A DPS spokeswoman defends it as "legal and transparent."

Kidd declined to comment.
