City leaders in Flower Mound met late into the night Monday and eventually decided to let the public rule on slowing gas-drilling in the city.
Members of the Flower Mound Cares Association gathered thousands of signatures calling for a six-month moratorium on permits for gas facilities and certain pipelines.
The council could have adopted the proposed moratorium ordinance as it was or call for a special election in November which would allow residents to make the final decision.
The council voted 2-to-3 to adopt the moratorium, so the motion failed. Then the council voted 3-to-2 to allow citizens to decide.
The election is set for Nov. 2.
