The Rats, Cold Water and Court Order That Continue to Plague Trouble South Dallas Apartments

For several years the city of Dallas has been trying to clean up a low-income 14-unit apartment complex in South Dallas, where the mailboxes were broken, the stoves and refrigerators didn't work, and drug dealers and buyers came and went at all hours through broken front and back gates.

And after years in court, there has been some progress at 3006 Holmes, but not enough to please residents who now say they're being overrun by rats and have gone without hot water for weeks.
