Gov. Greg Abbott is likely to stress cooperation and bipartisanship in his state of the state speech Tuesday. Two years ago, Abbott offered the GOP base "red meat" with calls for a sanctuary city ban, a raft of anti-abortion measures and a "dues checkoff" bill loathed by labor unions. This year, look for Abbott to talk about more state funding of public schools, limitations on property-tax increases, curbs on growth in "Robin Hood" transfers of school property tax revenues, school safety, gangs, human trafficking and veterans' mental health care.
