Supreme Court Rules Out Capital Punishment for Texas Man on Death Row for Nearly 40 Years

The U.S. Supreme Court on Tuesday vacated a ruling from Texas’ highest criminal-appeals court that would have allowed the execution of a man experts say is intellectually disabled.Tuesday’s ruling was the second time the court stopped the execution of Bobby James Moore, 59, who was convicted of capital murder for the 1980 shooting death of 72-year-old James McCarble, a Houston grocery store clerk, during a robbery.
