Kelly Hancock, R-North Richland Hills, has filed a bill that lets Texas restaurants welcome dogs on their patios. Businesses that want to could allow four-leggers in their outdoor dining area as long as they post a sign stating that dogs are permitted, no food preparation takes place out there and the dog doesn't go inside the restaurant, isn't allowed on top of chairs or tables and is on a leash and under control. Restaurants that currently allow them are either ignoring a state rule against dogs on the premises of food establishments (including outdoor areas) or, if available, have received a variance from the city exempting them. That process can be complicated and lengthy and usually includes a fee.
