Texas Budget Wish List: Big Dreams, Low Expectations

AUSTIN — It was the middle of the night in the Texas House. After 15 or so hours of tedious debate on the state budget lawmakers were getting punchy (almost literally).Bleary-eyed at 1:30 a.m. they had a decision to make: embark on a sure-to-be ugly fight over one of the most contentious issues of the legislative session, a measure that would keep transgender people out of certain bathrooms; or vote to block all state money from abortion providers and call it a night.They chose the latter, but there were still about 175 of the 400 budget amendments that they hadn’t gotten to.
