Mad About Texas Property Taxes? Cap Appraisals, Not Local Governments, Senator Says

AUSTIN -- Top Texas Republicans this year have thrown their weight behind plans to cap property tax revenue growth for local governments as a way to curb skyrocketing property tax bills. But Sen. Kel Seliger, R-Amarillo, has another idea: why not cap the appraisal growth instead?Property tax bills are affected by two factors: tax rates, which are set by government, and appraisals, which are subjective assessments of the values of properties that are set by local appraisal districts.
