Complex Texas Voucher Bill Would Shift Funds to Families, But Costs to State, Schools Unclear

AUSTIN — The Senate's "school choice" bill is ambitious and far-reaching -- and it would parcel out state funds in ways that are difficult to decipher and describe in plain English.When Lt. Gov.
