Complex Texas Voucher Bill Would Shift Funds to Families, But Costs to State, Schools Unclear

AUSTIN — The Senate's "school choice" bill is ambitious and far-reaching -- and it would parcel out state funds in ways that are difficult to decipher and describe in plain English.When Lt. Gov. Dan Patrick and Senate Education Committee Chairman Larry Taylor unveiled the measure at a news conference recently, they distributed no bill summaries or detailed cost estimates.Supporters and foes of the bill have offered confusing and at-times conflicting guesses as to what kind of money would flow from state coffers to "education savings accounts" and "tax credit scholarships."  Continue reading...
