There are some things to applaud in a bill designed to privatize the state's effort to protect its most vulnerable children. It makes sense, for example, for Child Protective Services to build on the success its foster care program has had using regional vendors to recruit more foster homes and better coordinate placements and services to keep kids closer to home.But allowing private entities to determine which kids merit state guardianship -- to make conservatorship decisions -- is a bridge too far.
