Harvey Disaster Aid Takes Backseat as Lawmakers Grapple With DACA, Shutdown Threat

WASHINGTON -- As Washington lawmakers wrestle over the latest stopgap spending bill in a bid to avert a government shutdown, Texas may have to wait -- again -- for new Hurricane Harvey relief.The federal aid is so far missing from a spending proposal now before Congress that would fund the government through Feb. 16, extend the Children’s Health Insurance Program by six years and delay unpopular Obamacare taxes on medical devices and some employer-subsidized health plans.
