For the past four days, 38-year-old Francisco Oropesa has managed to slip under the radar of law enforcement after killing five of his neighbors in Cleveland, Texas. Criminologist Alex Del Carmen says he’s certain there’s no lack of manpower in the search for Oropesa, but the manhunt presents challenges.
