Seatbelt Double Standards for Police?

Seatbelts are mandatory in Texas, so why is it that some police officers in the Dallas Police Department don’t buckle up behind the wheel of their police cruisers? Dallas drivers who received seatbelt citations, like Mark Debosier, say if civilians have to wear seatbelts, officers should too. Mike Walton, the President of the Dallas Fraternal Order of Police agrees with DPD’s explanation that officers sometimes need to remove their seatbelts.
