Collin County residents say the Department of Public Safety office needs more personnel.
Lines stretch around the block at the Plano office.
Rufino Jimenez, who was waiting in line outside, said he already had been waiting for an hour and a half.
"Then we're probably going to wait in line to get another ticket, so I can wait for another two and a half hours," he said.
Like many, Jimenez was trying to renew his driver's license. He was back for the third time after dealing with some red tape.
Further down the line, Guillermo Paredez, of Frisco, was also also running out of patience.
"See this sign here?" he said about a sign in the window pointing to the entrance. "I've been standing in line for 10 minutes, and I have not moved one step."

Five years ago, he was in and out in a half hour, he said.
Paredez said there are not enough employees to handle to the growing population in Collin County.
"It is embarrassing for the state of Texas," he said.
The Legislature recently allocated extra funds for the driver's license program.
Much of that will go toward building mega-centers that DPS officials say would eventually mean bringing in more personnel and shortening the wait for customers.
DPS also said people wait, unaware that they can do things online, such as register for driving test times.
Jimenez said the investment of his time is already too much.
"By the time it's said and done, it will probably be 12 hours," he said.
