Texas Congressional Dems to Testify Over New Map

U.S. Rep. Henry Cuellar is among several Texas congressional Democrats expected at the federal trial over the state's new redistricting plan.

The second week of the trial begins Monday in San Antonio.

Democrats contend that the Republican-drawn map splits Hispanic and black communities and favors conservative white voters in congressional elections.

Cuellar is among the plaintiffs challenging the map, which includes the four new seats in the U.S. House that Texas gained in the last census count.

Republicans say the map is fair and maintains or increases the voting power of minorities.

The new congressional map was designed by the GOP-led Legislature and signed by Republican Gov. Rick Perry.
