Fort Worth City Council members got their first look at the city's proposed 2012 budget Tuesday night.
The $1.3 billion budget closes an estimated $23 million shortfall and does not call for major layoffs or a reduction in services to residents.
It also includes a 3 percent raise for general employees.
The city council will vote on the final budget Sept. 20 after a series of public hearings.
