Dallas police said 47-year-old Juan Carlos Velasquez was standing outside his 2010 GMC SUV that was parked in the 3200 Dawes Drive at about 8 p.m. A witness said Velasquez began acting suspiciously.

Velasquez then entered the SUV and started driving in reverse at a high rate of speed, according to police. Witnesses said the vehicle then began spinning and struck a pedestrian — later identified as 24-year-old Maricruz Gonzalez-Cortes — who was walking across the street.

Witnesses said Velasquez exited his vehicle, saw Gonzalez-Cortes under his vehicle and then ran.

Police said a witness ran after Velasquez, caught him and held him until police arrived.

Gonzalez-Cortes was later pronounced deceased.

Juan Carlos Velasquez was placed under arrest and charged with failure to stop and render aid causing death.
