Despite push back, a controversial plan in Plano was approved by the city council this week.
But some say the fight is not over.
They are beginning an effort to try to recall council members who voted for the plan called "Plano Tomorrow."
The city says it spent two-and-a-half years creating it and heard input from 4,000 residents.
Hundreds packed Monday's Plano City Council meeting. Some spoke in favor of the "Plano Tomorrow" plan.
"Without a plan, we're a ship without a rudder,โ one resident said.
But people like Matt Dixon were among many more at the meeting against the plan, which passed after hours of public comment.

"The question now is 'who do we trust to take whatever this framework is forward?'" Dixon asked.
It's a question Dixon would like to see voters answer.
This week, he created the website ProtectPlano.org. Itโs aimed at recalling from office the six councilmembers who voted for "Plano Tomorrow."
"The city charter provides for the citizens to take their grievances to the public itself and that's a recall,โ Dixon said.
Dixon says the effort is in the planning stage.
"We want to make sure that the verbiage that goes into the petition and the process of the petitions is done perfectly,โ he said.
Critics of "Plano Tomorrow" argue it could open the door to tens of thousands of new apartments, strain emergency responders and crowd schools and roads.
The city says the plan is a simply a framework for the future and that any new construction will still have to go through public hearings and city council first.
Opponents would need between 2,000 and 6,000 signatures to begin the recall process for each councilmember.
In a statement, Plano Mayor Harry LaRosiliere said:
โThe Plano Tomorrow plan provides a framework and guidelines for us to remain a regional leader. The City Council and I did our job to be visionary and plan for our future. We have moved on and will resume our focus on the work weโre known for: economic vibrancy, upgrading our cityโs infrastructure and providing quality City services that make Plano a City of Excellence and a place everyone can be proud to call home.โ
