Irving police have identified the pedestrian who was killed in an apparent hit-and-run collision early Sunday.[[389102622,R]]
The body of 23-year-old Carlos Ruiz was found Monday at about 2 p.m. lying beside the road in the 2400 block of North State Loop 12, near Texas Highway 114, police said.
Investigators believe the Dallas man was struck some time early Sunday morning by an unknown vehicle in the area of Southbound Loop 12 and TX-114.
