Parkland Staff Not Liable in Psychiatric Patient's Death: Court

A federal appeals court has ruled that Parkland Memorial Hospital officials and staffers can’t be held liable for the death of a psychiatric patient whose abuse case led to a safety overhaul of the Dallas facility.

The decision overrules a Dallas district court’s finding. That court found former Parkland executives and the mental-health techs who restrained George Cornell in the psych ER shortly before he died in February 2011 can’t invoke government immunity in a civil-rights suit brought by his family.
