Officials Propose Ban on Elementary School Suspensions

The Texas Board of Education is set to consider a proposal to ban suspensions and expulsion for Houston Independent School District students in the second grade and below.

The proposal is scheduled to go before the board Thursday.

A news release from the district says under the proposed police, campus administrators would not be allowed to suspend or expel prekindergarten through second-grade students in response to disciplinary or behavioral issues unless required by state law. The district says 2, 673 disciplinary incidents were reported for students in prekindergarten through second grades during the 2014-2015 school year.

The policy change also includes additional training to elementary school teachers to help them better manage disruptive students so they will not have to be removed from the classroom.
