Dallas police said the victim — later identified as 28-year-old Timmy Scott — was shot during an altercation in the parking lot of the apartments in the 1600 block of John West Road just before 11:30 p.m.

Dallas Fire-Rescue officials transported Scott to Baylor University Medical Center where he was later pronounced deceased.

The victim's sister, Victory Scott, told NBC 5 that police called her at about midnight Tuesday and told her that her brother had been shot. He died before she arrived at the hospital.

Scott lived in the apartment complex with his mother and cousins, according to his sister. She said he was a father of two girls with a baby due in two weeks.

"It's sad because I have to explain this to my nieces," she said. "Why they will never see their dad again."

Police have not released a description of the shooter, who is still at large.

NBC 5's Ellen Bryan contributed to this report.
