Garland Soccer Coach Charged With Indecency With Child

A Garland soccer coach has been charged with indecency with a child after being accused by a then 14-year-old former player.

Dallas detectives arrested 47-year-old Rolando "Rusty" Ramos, the head coach for C.D. Independiente, Monday after an investigation sparked by accusations by three former players — all juveniles at the time — from 2006 through 2012.

The Garland Soccer Association said, contrary to information distributed by Dallas Police Tuesday morning, Ramos is not connected to their soccer club.

C.D. Independiente is associated with the Chamber Classic Soccer Association. The group says Ramos started coaching for them two years ago and before that  — when the abuse happened  — he was with the Dallas East Soccer Association, which no longer exists.

The governing body for these groups, the North Texas Soccer Association, said it runs 23,000 background checked a year and did run one on Ramos when he started coaching. The NTSSA said Ramos had one blip on this record from 1999 but it was dismissed because the complaint was set aside by the courts. NTSSA would not elaborate on the blemish on Ramos' record.

As of 5 p.m. Tuesday, Ramos remained in the Dallas County Jail on $50,000 bond.

Police said they expect additional charges to be filed against Ramos as the investigation continues.

In February 2014, former Garland soccer coach Bernardo Mondragon-Guzman was sentenced to 35 years in prison for sexually assaulting two boys he used to coach.

The Dallas Morning News reported that another C.D. Independiente coach, Jaime Alvarenga, was sentenced to 15 years in prison June 12 for the sexual assault of a 15-year-old player in 2011.
