Damage assessment teams from the Federal Emergency Management Agency and the State of Texas are touring flood damage Friday with officials from Dallas County Homeland Security and Emergency Management.
The teams traveled to sites in Garland, Mesquite, Irving, Carrollton, Coppell, Farmers Branch and Grand Prairie.
One of the places they reviewed is an apartment complex on South MacArthur Boulevard in Coppell, where 54 bottom-floor units were damaged by water and more than 100 people still can't live in their apartments.
Some upstairs tenants had to be out for a few days too because of power problems.
"It's been frustrating, very frustrating," said resident Timothy Boyd.
In Garland, several homes on South Glenbrook Drive had plenty of damage as well. Councilman Billy Mack Williams was home with his wife when the water started coming into their home.
"Those French doors there blew open, and a river hit my lounge chair that was there and turned it upside down," said Williams.

He and his wife went up to their attic for a few hours. And when the ladder they were using broke, they waited until the water receded and neighbors could help get them out.
Their furniture is ruined for the second time. They were flooded once before, and now Williams said they may not even try to fix everything, and just move in.
"It's just stuff. We would rather survive. [I] still have my family," he said.
