The Superintendent of the Dallas Independent School District has a radical idea to compensate for four failing schools — he wants to shut two of them down and convert the other two into district-run charter schools.
The four schools in question are Edward Titche Elementary, C.F. Carr Elementary, Thomas Edison Middle Learning Center and J.W. Ray Learning Center.
Dr. Michael Hinojosa planned to add further details, including which of the schools he plans to close and which he plans to convert, at a Dallas ISD Board of Trustees meeting on Thursday morning.
The drastic measures are in anticipation of the enforcement of a new state law that would require the Texas Education Agency to take drastic action if any of these schools receives an Improvement Required rating at the end of this school year.
The TEA would be forced to close down the campus of any school that receives five straight Improvement Required ratings, or to step in and take over running the district, which would mean replacing the entire Board of Trustees and the Superintendent.
Titche, Carr and Thomas Edison have already failed to meet the Texas academic standard for five years.
J.W. Ray has failed to meet the state standard for the last four years.

“If I take a chance and they don’t make it, something is going to happen in August,” Hinojosa told The Dallas Morning News in an interview last month.
