Teen Who Posed as 6th Grader Fondled 3rd Grader: Police

Officials with the Hurst Police Department have charged a teen who posed as a sixth grader and attended an elementary school with indecency with a child.

Police said Friday that 17-year-old Ricardo Javid Lugo, who used counterfeit documents to enroll at Hurst Hills Elementary School, sexually fondled a third-grade student at the school in October.

"We had one victim we were aware of," Hurst Police Department Asst. Chief Richard Winstanley said. "Hopefully this is it."

Hurst Independent School District officials said they notified parents of the incident at about 8:30 a.m. Friday.

Authorities arrested Lugo and 28-year-old Randy Ray Wesson Nov. 21 and charged them with possession of child pornography. Further investigation revealed that Wesson posed as Lugo's father to enroll Lugo at Hurst Hill Elementary School as 12-year-old Matthew Drew Wesson using a counterfeit birth certificate.

Police said an arrest affidavit indicated that Lugo was enrolled at the school to "recruit potential victims."
