Gov. Rick Perry says the booming natural gas industry in Texas can ease U.S. allies' energy dependence on Russia.
The Republican is mulling a second White House run in 2016 and keynoting a Houston energy forum Thursday night.
According to speech excerpts, Perry will say, "Energy is a weapon in the hands of aggressors" and therefore "America should always have the largest arsenal."
He'll say that aggressively marketing American energy abroad, including Texas natural gas, can "enhance our national security and promote stability" worldwide.
Instead of doing that, Perry believes the Obama administration has been indecisive, allowing Russia to bully European allies with its natural gas reserves.
Perry plans to say, "The sad reality of our foreign policy is that neither our allies nor our adversaries know where America stands."
