Parents Seek Septic Tank Law Changes After Girl Drowns

The family of a 3-year-old girl who drowned when she fell into a septic tank at her home in Argyle is seeking to get laws changed so that a similar tragedy doesn't happen to anyone else.

Alisandra Galvan's family and their attorney went to Austin Monday with plans to speak to state legislators about amendments to House Bill 229.  The bill with the amendments would require a bond or insurance policy for septic contractors and require systems that are not meeting state standards to be reported.

The family's attorney said such simple steps might have prevented their nightmare.
 
"This has been, as explained to us, an accident waiting to happen, then it turns out it has happened before," said Jim Girards. "Not just once, and at least twice, and we're finding out more and more incidents around the country every day."

He said their research has shown there is an unregulated portion of the industry that resulted in damaged lids to septic tanks not being replaced or replaced incorrectly. He said that makes them very dangerous for small children or pets.
