Incarcerated Sex Offender Charged With Hiring Hitman to Kill Judge

Authorities in Central Texas say an incarcerated sex offender has been charged with attempted capital murder for trying to hire someone to kill the judge who sent him to prison.

William Ray Phillips was charged Wednesday by McLennan County officials.

The 63-year-old Phillips was sentenced last year to 10 years in prison by state District Judge Matt Johnson for failing to register as an offender.

Arrest records show Phillips in July was overheard talking to another inmate at a Waco jail about hiring a hit man for $30,000 to kill Johnson. Authorities were notified who then launched an investigation.

An undercover officer eventually met with Phillips who explained his intentions.

Phillips has prior convictions for sexually abusing a child and also for possessing hundreds of images of child pornography.
