    It's not clear whether the investigation of the shooting deaths of five police officers in downtown Dallas is benefiting from a multimillion-dollar surveillance system designed to reduce crime there.

    Dallas City Manager A.C. Gonzalez said he was told Monday there could have been "issues" with some of the 90 downtown cameras on July 7, when Micah Johnson killed five officers and injured nine others, as well as two civilians. Gonzalez said those issues could involve resolution — the quality of the images captured, or, more specifically, the lack of quality.
