Dallas County Commissioners voted 3-2 Tuesday to once again give out free condoms in high-risk neighborhoods in an attempt to curb the spread of HIV.
Deciding to encourage abstinence instead of education and prevention, the commissioners banned the practice of distributing condoms in high-risk areas in 1995 because they believed it led to illegal and immoral behavoir.
Since that time, the number of people living with HIV/AIDS in Dallas County has risen.
In 2006 and 2007, Dallas County had the highest HIV rate in the state with more than 13,000 people living with HIV/AIDS. That number has increased 35 percent in the last five years.
