Many people have a drawer in their home that is full of plastic grocery bags they plan to one day reuse. That collection of plastic bags can seem to increase at a faster pace than they are reused, since they’re at nearly every store in North Texas.The thought of the piles of plastic bags have kept Tony Garrett of Garland awake at night.
