The size of the force and the morale of remaining cops have nosedived.In response, City Manager T.C. Broadnax has found a police chief who seems capable of straddling two constituencies vital to reversing these dangerous trends — the officers themselves and the communities they protect.Dallas' new top cop, Renee Hall, has made community policing a priority in her almost two decades of law enforcement in Detroit, most recently as deputy chief.
