Dwaine Caraway views the City Council horseshoe in terms of what's possible to accomplish there.Carolyn King Arnold sees it through a lens of uncertainty and suspicion.Comparing Arnold's record with that of Caraway would be unfair, given that he served the maximum eight years and she is only in her first term. And it's more than a little lousy that Caraway, who does marketing and consulting, supported her 2015 election, only to seek his old job back two years later.But District 4, mostly between Interstates 45 and 35E, needs the most effective representation available.
