If the farm bill that is moving through Congress right now has come in for tough criticism, it is probably because adding new work requirements to a program that provides food to the poor is just too tempting of a target for some.But we will resist that temptation, with an important caveat, for a simple reason. The Supplemental Nutrition Assistance Program (SNAP), or food stamps, has grown dramatically since the financial crisis a decade ago.
