Carroll ISD, one of the most highly ranked school districts in the state, is fortunate to have two impressive candidates for Place 7 trustee. We like the enthusiasm and data-driven approach of challenger Kandice Kapinos, who is making her first run for public office.But given the incumbent's longtime involvement and track record of service, we recommend David Almand, who was appointed to the school board in 2017 and is running to retain his seat.Almand, 51, is a retired U.S. Air Force colonel and former Wing Commander at Andrews Air Force Base.
