WASHINGTON — Did the tax man giveth or taketh away?Millions of taxpayers in Texas and beyond are starting to learn the answer as they file their returns for the first time under the GOP tax overhaul that went into effect last year, with Democrats looking for any point to ding the overall reboot as a scam.One early finding that caught a lot of attention was incomplete and now outdated Internal Revenue Service data that showed a drop in average tax refunds this season.“Let’s call the president’s tax cut what it is: a middle-class tax hike to line the pockets of already wealthy corporations and the 1%,” California Sen.
