THE BIG STORYAirline passengers could pay more if Congress OKs airports' idea to fund upgradeWASHINGTON -- Airports in North Texas and beyond could finally be witnessing the takeoff of a long-desired proposal to raise the cap on a passenger fee that's used to fund essential infrastructure improvements.The contentious idea, which would increase the cost of an airline ticket, is moving through Congress for the first time in years as part of a bill OK'd out of a Senate committee last month.It would lift the 17-year-old limit on the "passenger facility charge" that allows airports to charge up to $4.50 per traveler.
