This is a developing story. Stay tuned. AUSTIN – Stuart Bowen, the top investigator over the Health and Human Services Commission, appointed by Gov. Greg Abbott in his first month in office to clean up the state's largest bureaucracy as it ailed from bad press and a contract scandal, abruptly resigned Wednesday.His resignation was confirmed Thursday by a short email from the Office of Inspector General, which announced his deputy, Sylvia Kauffman, will take over.  Continue reading...
